ARRA-CSBG Draft State Plan Released
May 18, 2009 -- The Oklahoma Department of Commerce Community Development today released the draft American Reinvestment and recovery Act-Community Services Block Grant program state plan. It is available for public inspection and comments on the Oklahoma Department of Commerce Recovery Act website -- http://www.okcommerce.gov/recovery/.
The CSBG program provides assistance to states and local communities, working through a network of community action agencies for the reduction of poverty, the revitalization of low-income communities, and the empowerment of low-income families and individuals in rural and urban areas to become fully self-sufficient.
Community Action Agencies that provide services with ARRA-CSBG funds are encouraged to focus their efforts on creating sustainable economic resources in their service areas.
The Department of Commerce has administered the Community Services Block Grant Program since 1963 and contracts with 20 Community Action Agencies to provide this service to all 77 counties in the state.

American Recovery and Reinvestment Act of 2009 Programmatic Analysis
On February 17, 2009, at an alternative energy facility outside of Denver, Colorado, President Obama signed into law the American Recovery and Reinvestment Act of 2009. This Act amounts to the largest one-time domestic spending program in United States history, coupled with a massive dose of tax relief, all intended to stimulate the faltering economy and, specifically, to create or save 3.5 million jobs during the President’s first two years in office.

Community Economic Development Grants Available
In Fiscal Year 2009, contingent upon available funding, the Office of Community Services (OCS) will award Community Economic Development (CED) discretionary grant funds to Community Development Corporations (CDCs) for well-planned, financially viable, and innovative projects to enhance job creation and business development in low-income communities. The grants will be made as part of a broader strategy to address objectives such as arresting tendencies toward financial dependency, chronic unemployment, and community deterioration in urban and rural areas.
